Why are Categories restricted to selected Entity Types?

Users are often confused if they are presented with irrational choices, so GEM restricts which entity types can have certain top level parent categories. Thus you can say that only Organisations and People can have Business Categories, or be Clients. This enables GEM to suppress these category options when classifying ‘Projects’, for example.
